Nominating a District Leader
The first step is to decide how you wish to serve your fellow Toastmasters. The District Leader Qualifications and Responsibilities document (PDF format) from Toastmasters International is a good starting place. You will get a quick overview of each office in our district. A quick review of the District Leader Competencies document can give insight into the expected skills, knowledge, and characteristics of district officers. Another great resource is current and past district officers. They can tell you all about the office you’re interested in pursuing and you might even find a mentor for your term in office. If you don’t know a current district officer, contact your District Director (click the “District Leadership” menu above and choose “District Leadership Team”) and they’ll make sure you get in touch with someone near you.
After you’ve selected an office, it’s time to get nominated. You can nominate any active Toastmaster in good standing in our district – including yourself using the District Leader Nomination Form. Yes, you may definitely nominate yourself.
For Elected Positions:
Candidates for elected positions –District Director, Program Quality Director, Club Growth Director, Finance Manager, and Division Directors.
If you are nominating yourself, fill out the Candidate Application and Officer Agreement and Release Form. If you are nominating someone else, fill out the District Leader Nominating Form. If you are nominated by someone else, the District Leadership Committee (DLC) will be in touch and ask you to fill them out.

For Appointed Positions:
Candidates for appointed positions –District Administration Manager, Public Relations Manager, Area Directors, Parliamentarian, Logistics Manager.
If you are nominating yourself, fill out the Candidate Application and Officer Agreement and Release Form. If you are nominating someone else, fill out the District Leader Nominating Form. If you are nominated by someone else, you will be contacted and asked to complete them.
Mandatory District Leader Training will be held in May 2019. Please save these dates if you are applying.
Elections for elected positions will be held at the Spring Conference 2019 on Saturday, April 13, 2019.
After your nomination form is submitted, someone from the DLC will be in touch to schedule your interview. Don’t expect to be contacted before the deadline, though. The DLC will wait until all forms have been submitted to begin scheduling interviews. If you do not hear from someone within two weeks of the nomination deadline, please contact your District Director to make sure your form was received.
The DLC will conduct interviews over the course of a couple of months. Their job is to interview and vet all candidates for the elected positions of
- District Director
- Program Quality Director
- Club Growth Director
- Finance Director
- Division Directors
The DLC’s deadline for making a decision on the nominations is six weeks prior to our district’s spring District Council meeting. The results must be turned into the District Director at that time. The District Director must publish the results to the district no later than four weeks prior to the spring District Council meeting.
In accordance with the Toastmasters International guidelines, District 13 provides the following opportunities for campaign speeches at the annual Spring Conference’s District Council Business Meeting:
- Candidates for contested officer positions are given two (2) minutes to address the delegates.
- Candidates nominated from the floor are given two (2) minutes to address the delegates.
- Candidates should be prepared with a two- (2) minute speech in the event a candidate is nominated from the floor.
- Candidates may have someone speak on their behalf, including floor candidates, if they are unable to attend the business meeting.
